This took about 2 hours of trial and error, and fixing an issue where my "mod" did nothing but make the letter "s" appear before every dialogue option. Then saved it as a mod and loaded up my game. I changed the value to 200 for good measure. Then I went to settings and found "isoulgemconstanteffect" or something like that. Which is quite the feat, considering I am about as sharp as a spoon when it comes to technology! I went into the construction set and loaded up all the files. Unfortunately I have no idea which mod was causing the issue. I did some research and there are a few isolated cases of people having similar issues. My mods were (I have some graphics and patch mods installed).

UPDATE: So, turns out I'm not the problem here.

It will not give me an option when I click on the "cast to use" I feel like it's probably something dumb that I'm doing, but I genuinely cannot figure this out. Does it matter which person I use to enchant it? Do I have to do it myself? Is it related to the item itself? (Ebony cuirass). They also take more damage from drowning. But I can't get it to work, and I'm not sure if it's something I'm doing wrong. Players will now need 500 soul to make constant effect enchants, and they now take slightly more damage from falling. I have a grand soul gem (golden saint) and I'm trying to apply a fortify strength enchantment as a constant effect. I'm trying to do a constant effect enchantment.
